Clear Administrative Services Credential (CASC)

  • The KCOE CASC program is a CTC approved program designed for full-time school administrators who hold the Preliminary Administrative Services Credential and now need to clear that preliminary credential by obtaining the Clear Administrative Services Credential. 

    The CASC program is an individualized, job-embedded, two-year program with enrollment in a program expected upon placement in an administrative position, but no later than one year from activation of the preliminary credential (CTC PSA 16-13). This two-year program includes job-embedded one-on-one coaching with a skilled, veteran administrator, Individualized Leadership Plans for the two years, individualized professional learning experiences, networking opportunities with job-alike peers, as well as a culminating portfolio representing two years of leadership development based upon the CPSEL.

    To be eligible for a Clear Administrative Services Credential, individuals must satisfy all the following requirements:

    • Possess a valid Preliminary Administrative Services Credential (or be in the process of converting a certificate of eligibility to a Preliminary Administrative Services Credential).
    • Verify a full-time administrative position while holding a Preliminary Administrative Services Credential. 
    • Complete a Commission-Approved alternative program based on Commission-adopted guidelines resulting in a formal recommendation from the program sponsor. 

    In order to meet Commission on Teacher Credentialing (CTC) requirements, candidates must enroll in the CASC program within 120 days of receiving an administrative position.

    Application Process

    We are currently accepting applications for August 2025.

    Application packets must include:

    1. Completed CASC Candidate Application
    2. A copy of your current California credential(s), including your Preliminary Administrative Services Credential — Certificate of Eligibility or Credential
    3. Verification of full-time employemtnt in administrative position (using KCOE VOE form)
    4. Completed KCOE CASC Program Agreement

    Program Cost: The cost of the program is $2000.00 per year ($4,000 total). Payment options are available. 

    Program Completion Requirements: 

    Candidates must satisfy all the following requirements: 

    • Mandatory fall orientation meeting (year 1) via Zoom
    • 2 Individual Leadership Plans (ILP) completed each year
    • Attend a minimum of 3 candidate cohort meetings per year
    • Meet a minimum of 4 hours per month with coach (40 hours per year)
    • Complete initial, mid-program (interim), and end of program CPSEL self-assessments
    • Complete Mid-Program Program Monitoring document
    • Demonstrate competency in the CPSEL Reflection Assessment through self-assessments and a final portfolio check with a coach.
    • Attend a total of 40 hours of professional learning over 4 years
    • Prepare, attend, and participate in the end of program Exit Presentation 
    • Submit verification of 2 years' successful full-time experience in an administrative position.

    The Mandatory Coach Beginning-of-Year Meeting will be held on October 15, 2025 from 9:00am - 11:00am at the Lemoore Service Center.
